will be received by the Village of Grafton, Ohio at the Office of the Clerk Treasurer, 960 Main Street, Grafton, Ohio 44044 until 11:00 A.M. (Local Time) THURSDAY, MARCH 31, 2022 and at that time and place will be publicly opened and read aloud.  BID OPENING DATE CHANGE: April 7, 2022 @ 2:00PM – 960 Main St, Grafton OHIO 44044.

The scope of work consists of the installation of approximately 1,785′ of 12″ and 738′ of 8″ Sanitary Sewer, 1,120′ of 24″ and 2,218′ of 12″ Storm Sewer, together with all necessary excavation, bedding, backfill, asphalt pavement repair for trenches, manholes, catch basins, 6″ service laterals, 7,800 SY pavement planning and resurfacing, restoration, and other necessary appurtenances. The contract documents, including plans and specifications, are on file at the office of the Village of Grafton, Ohio and the Architect/Engineer — Poggemeyer Design Group, Inc. (PDG).

The documents may be viewed and ordered online or obtained from Becker Impressions, 4646 Angola Road, Toledo, Ohio 43615, Telephone 419-385-5303, or www.pdgplanroom.com for the cost of printing to be paid to the printing company at the time the documents are ordered or picked up. Shipping and tax charges are also the bidder’s responsibility and payable directly to Becker Impressions.

The Engineer for the Project is Poggemeyer De sign Group, Inc., 1168 North Main Street, Bowling Green, Ohio 43402. All bids must be signed and submitted on the blanks which are bound in this booklet. Bids must state the unit prices in the blanks provided and be enclosed in a sealed envelope marked as appropriate for the Contract(s) being included in the bid — MECHANIC ST/CROOK ST IMPROVEMENTS PHASE 2 — and be addressed to the Village of Grafton, 960 Main Street, Grafton, Ohio 44044. The bid guaranty may be of two forms: 1. A Bid Guaranty and Contract Bond using the form in the Contract Documents. (The amount of the bid does NOT have to appear on this form.) 2. A certified check, cashier’s check or letter of credit in favor of the Village of Grafton, Ohio, in the amount of 10% of the bid. If the contract is awarded, a Contract Bond will be required, which is a 100% payment and performance bond. After the award of the contract let by competitive bid and prior to the time the contract is entered into, bidders shall submit the affidavit required under the Ohio Revised Code, Section 5719.042 that the bid der was not charged with any delinquent personal property taxes in Lorain County, Ohio. The successful bidder will be required to pay not less than the minimum wage rates established by the Department of Industrial Relations of the State of Ohio. The Village of Grafton, Ohio reserves the right to reject any and all bids, to waive any irregularity in any bid, and to deter mine the lowest and best bidder. DOMESTIC STEEL AND MADE IN USA PRODUCTS WILL BE RE[1]QUIRED TO BE PROVIDED/USED FOR ALL MATERIAL ASPECTS/COMPONENTS OF THIS PROJECT. No bidder may withdraw his bid for a period of 90 days after the scheduled closing time for the receipt of bids. This project is being partially funded by Ohio Public Works Commission (OPWC) funds and Ohio Water Development Authority (OWDA). The opinion of the probable cost of construction is $1,550,000.

Grafton Village Power & Light 2022 4kV to 12kV Conversion Project:

The 4kV to 12kV conversion is being performed mostly in-house by GVP&L employees.  The intent of this bid was to have the option to bring in needed additional electric system rebuild specialist when and as needed when such a need is identified by GVP&L management.  This is primarily a bid for services (labor) only.
